THE FCC approved the “open access” provision for the upcoming 700 MHz spectrum auction, which will allow consumers to use any compatible wireless device on 22 of the 62 available megahertz. However, the Commission will not require licensees to resell spectrum to other service providers. The auction will take place before January 28, 2008, and is expected to raise $15 billion.

NEWS CORP.‘s acquisition of DOW JONES has been approved. Wall Street Journal publisher L. Gordon Crovitz wrote an editorial stating that “The same standards of accuracy, fairness and authority will apply to this publication, regardless of ownership.”

NBCU will increase its presence on VERIZON‘s V CAST mobile TV service. NBCU will offer nine channels of short clips from NBC News, The Office, Conan O’Brien, Heroes, and more. Jean-Briac Perrette, president of NBCU Digital Distribution, said the company is looking to deliver content to consumers “when and where they want.”

ARBITRON‘s Portable People Meter TV ratings have been accredited by the Media Rating Council. The service officially complies with the MRC’s Minimum Standards for Media Rating Research, which could lend it credibility with advertisers. Arbitron and Nielsen have been working together for two years, planning to deploy people meters nationwide.

CBS will announce a plan to sell ads for content on mobile devices. It will partner with AdMob, Millennial Media, Rhythm NewMedia and Third Screen Media to sell text ads, banners, and video commercials for mobile CBS programming.
